Have a way to tune the device offset to ensure you are in a device experiment

Use case is we want to target 1% of the traffic, BUT make sure we ourselves are in that 1%.

* [ ] in the experiment settings, calculate the offset for our current device and show that as an offset you can copy paste into the settings
