Add Alerts for changes in CovSpectrum Collection #42 / #1

Build an additional alert very similar to the one running on the nextstrain/ncov repo here as a GitHub action for the CovSpectrum Collections:

42 - Top 100 fastest rising variants

See the API here:

The JSON can be read in, sorted, and stored as a list just as with the other alert.
