"add to edge borders between removal mask levels" doesn't work if planning units are used with hierarchical mask

If planning units area used with a hierarchical mask "add to edge borders between removal mask levels" command in the settings file does not seem to work as expected. At leas in a case where a planning unit is completely surrounded by a higher level of a hierarchical mask it is only removed after the surrounding landscape (in the higher level of the mask) is removed.

At the moment it is better to always use setting "edge removal = 0" to allow correct removal order if plu and hm are used simultaneously.
