Convert Quarto doc to Hugo template

Once https://github.com/ccao-data/pinval/pull/35 lands, we can switch PINVAL from a Quarto doc to a [Hugo](https://gohugo.io/documentation/) template and unlock the capacity to bulk generate large numbers of reports all at once.
