Investigate slow S3 upload speeds in `generate-pinval` workflow

For some reason S3 uploads seem to be very slow, particularly when uploading small numbers of files. See for example this recent deployment, where uploading one small file took ~8 mins. I'm not totally sure why this is, but I'm wondering if something about our S3 bucket or our upload process is misconfigured.
