A general config for the project meta class

Right now there are a lot of parameters for the literature and api call classes that are not fully captured. It would great if there is a general config that sets which models and containers are available for a give project. This config can also be saved in the database and will be checked every time a class is initiated. 

This will give the end user a single location to set things up.
