In room tutoring command

Create a command that allows member to "check in" that they are available to help people. Also let people see a list of available members

Possible additions:

• Allow people to check out
• Automatically timeout people after a certain time
• Have field that says whether they are in the office or remote
• Allow people to schedule for future availability
