Onboarding checklist: Document patent transfer expectations

https://github.com/cdfoundation/toc/blob/master/process/new_project_onboarding.md needs to be updated to define the patent transfer expectations, if any. It is particularly important for MIT licensing that does not say anything about patents grant (Apache License v2 does).

There are no patent assignments required for open source licensing to work. Even if the project is using a license with an explicit patent grant (e.g. Apache-2.0), the patent owner still retains the patent but provides a license under the terms of the Apache-2.0 license (or the Apache CLA if that is being enforced on the repo).
