bug: Language Toggle issue #258
Description
There seems to be a bit of confusion with the language toggle when it is clicked multiple time. URL path will say EN when it is really FR and vice versa.
Steps to replicate:
- (EN) Go through the steps to process the form.
- Once at the part to generate the form, click "Get the French version", it will take you to a 404 page. You can't download FR version of the form if going through the EN process
- URL will have /fr/, banner is in FR, content is in EN but the toggle on the top right says English (it should be french).
