Offload optical photons from Geant4 to optical track

This PR will allow the optical photons that are generated from Geant4 to be transported through celeritas #2103

• Add LocalOticalTrackOffload , inherited from LocalOffloadInterface

• Change LocalOpticalOffload to LocalOpticalGenOffload

• Update TrackingManagerConstructor ,so that it returns optical_offload .
