feat(rpc/gateway): adding WriteTimeout and IdleTimeout to rpc and gateway

    Not sure if it is should be in this PR but I think we need to add `WriteTimeout` otherwise it is vulnerable to slowloris. And  add `IdleTimeout` so keep-alive don't hang forever.
