Fix CI so that it runs on merge to main

Currently the if: github.event.pull_request.head.repo.full_name == github.repository line prevents the docker-build-test GH action from running when a PR is merged to main. Example.

This is important because it means we don't get sha tagged images matching the commit shas in main.
