[Yoshi's Woolly World] 60FPS world map mod not working

Describe the issue
The world map is still at 30FPS when the mod is enabled

To Reproduce
Steps to reproduce the behavior:

1. Enable "60FPS World Map" mod under "Yoshi's Woolly World" in the graphic packs menu
2. Boot game up
3. Start up a save (any save will work)
4. Wait for it to load to the world map
5. Notice in the title bar that the game while in the world map is not running at 60FPS like its meant to.

Expected behavior
The world map be at 60FPS.
