`all` doesn't work if there are zero coverage reports generated.

The all option works fine if some coverage data is created. If zero coverage is generated, then that directory does not appear to be scanned. As soon as some coverage is generated then all uncovered files in the directory are shown.

Could you share minimal reproduction steps or a sample repository to replicate the problem?
Normally, the error [MCR] Not found coverage data in dir(s) should show in console when no coverage data is generated.
Please also describe your actual scenario and expected behavior.
