Copy over the functionality that is necessary to support line graph from carbon-graphs to terra-graphs

Description

As a developer of terra-graphs, I want to copy over the functionality that is necessary to support line graph from carbon-graphs to terra-graphs

So that line graph can exist solely inside of the terra-graphs package

We'll know we're done when the code is moved over, tests are passing, and the code is merged to main.
