Configure Dependabot Secrets

The dependabot prs are failing because the workflow by default has no access to secrets even if they are configured in the settings of the repository.

In order to give access they need to be configured as dependabot secrets. See here: https://docs.github.com/en/code-security/dependabot/working-with-dependabot/configuring-access-to-private-registries-for-dependabot#storing-credentials-for-dependabot-to-use
