Update element attributes to be hyphenated

Update custom element attributes to be hyphenated, such as the spin attributes in https://github.com/cfpb/design-system/blob/main/packages/cfpb-design-system/src/elements/cfpb-icon-text/index.js

I also think these need to be reflected with reflect: true
