Revise Modified LAR Env Vars for turning off S3 file genetation

The configmap settings for turning off/on mlar S3 file generation are not being recognized by the code once deployed.

if all three options are turned off, the logic actually goes and run all the persistence flows:

maybe introduce another config for only pg persistence, and one for no persistence at all?
