The endpoint institutions/quarterly/{year}/lars/past/{pastCount} which powers the (filers chart)[https://ffiec.cfpb.gov/data-browser/graphs/quarterly/info/filers] in the Quarterly Graphs currently is in the institutions-api we should move it into HMDA Reporting if possible for logical consistency (that all public filer endpoints are in reporting).
