Footer FG: Show full navigation if at least one sub navigation point (8h)

If a menu includes navigation points without sub navigation and navigation points with a sub navigation, the whole menu should be shown in the footer. Currently, only the navigation points with sub navigation items are shown, which results in a partial menu being visible in the footer.

@stellanoack Hier müssen wir wohl oder übel einmal ein paar Szenarien durchspielen und schauen, wie es daher kommt wenn wir in solchen Fällen das ganze Menu darstellen. Eine bessere Lösung kommt mir im Moment nicht in den Sinn, ausser, wir würden gleich den ganzen Menu-Bereich im Footer weglassen.

Solution:

• if there is at least 1 sub-navigation entry, we show all level 1 entries in the footer
• additionally, authors get the possibility to show/hide the footer navigation in palyoad
• for mobile: if there is no sub-navigation entry, we show an accordion with one entry "Link"
