GCS: surface metrics for the oldest WIP lease

Generally we try to refresh the lease on tasks every few minutes, and leases are taken for ~3x that (for now, this is untuned).

It would be interesting to surface metrics for the lease with the smallest amount of time remaining (indicating that it may be an orphan headed for requeuing).
