course quota overflow shows no error

Describe
When giving the course a course quota in the settings and you upload a SCORM package which extends the course quota after extraction, no error message is given like if you upload a generally too big file.
Also no entry in the servers error log.

Solution
To be honest, this might be a pretty hard task, because no system can check before how much the extracted file might be.
But a simple check: "quota after" minus "quota allowed" might be a good start.

Indeed, this is a minor issue that is complex to solve.
Once the SCORM is uploaded, you cannot upload anything more, though :-)
