Continous localization system + add translation guidelines somewhere

Is your feature request related to a problem? Please describe.
As a translation contributor on many open-source projects, I have difficulties finding where I can contribute to Chamilo translation, as it appears lots of strings aren't translated.

Describe the solution you'd like
Implementing a continuous localization system like Weblate, of if too difficult, using the free version of tools like Crowdin (free for OSS).

Additional context
Newbie on this project, sorry if I missed something in the documentation.

Thank you for your feedback. Translations are documented here: https://github.com/chamilo/chamilo-lms/wiki/Translations-management but we are in a very-long-lasting transition period which has affected translations too. We expect to be using crowdin or similar in the near future. Thank you for the suggestion of Weblate, we will check it out as we are not 100% satisfied with what our workflow would be with Crowdin

After trying for a while with Weblate, Crowdin and one other, and then discovering the magic of AI for contextual translations, we have moved to a more technical approach: first round of translations made by AI, then possibility for picky (in the good sense) translators to report issues here for one or more specific strings and languages.

The translation files for v2 are now located in translations/messages..po and assets/locales/.json, so PRs can be sent directly to these.
