navajo: Wrap `Metadata` in an `Arc`

I removed the Arc from Metadata but it needs to go back. Either that or create an inner for Key that's wrapped in an Arc and change Keys so that it's a vec of Key rather than Keys<M>(Arc<[Key<M>]>)
