Add capability to detect AI use using checkbox text in PR desc

For checkboxes like below with a comment annotation like this:

[ ] This contribution was NOT assisted or created by Generative AI tools.
[x] This contribution was assisted or created by Generative AI tools.

Use default checkbox text as "This contribution was assisted or created by Generative AI tools.", and provide a way for user to configure the checkbox text via cli with provision to add it to the github action too.

Update: using checkbox text to detect AI use instead of a separate annotation comment. We can add annotation comment detection on top of checkbox text detection later in the same detector if required.

I think having a default annotation/comment tag might be helpful for repos that dont want to configure something custom, but yeah, it would be nice to have an option that doesnt require changes to a repos PR template
