Can lists of links be cards?

Per @ShreyasKhandekar's suggestion -- we could use cards, kind of like on the [authors page of the blog](https://chapel-lang.org/blog/authors/), instead of `<ul><li>`, for various website pages? This would increase the size of tap targets and maybe make them look better.
