Link to old release notes from somewhere in the new site? #75

I found myself wanting to go spelunking through some release history recently (see https://chapel.discourse.group/t/using-the-transmute-feature/46663/2 for the context) and remembered that the release notes slides would be the most likely place to have the information I was looking for. But I was having trouble finding the release notes from the new website, since we didn't migrate their link over (valid, since we're not making those slides any more iirc).
It'd be nice to have them be findable via menu bars. The two places I looked for them first were under "Docs" and "Resources", so I'd probably list a page for them under there
