have setupAvailableParallelism return unit of parallelism and count

Modify `setupAvailableParallelism` in `tasks-qthreads.c` to have out parameters that return the unit of parallelism (core or PU) and the count. This information should then be passed to `setupAffinity` instead of it using `QT` environment variables.
