Combined template for Chef Nodes does not work

Due to the way in which the storage accounts are setup the combined template for Windows and Linux nodes does not work.

This needs to create the storage account and then pass it to the templates.  However so that the templates can be used on their own a new storage account template is required when the storage account already exists.
