Databag secret is not in ProtectedSettings

After a review by MS the data bag secret is set as a securestring in the parameters, but not a protected setting in the Azure Chef extension.

The Azure Chef Extension does not support the secret in Protected Settings.

Have raised an issue on the chef-partners/azure-chef-extension#168.
