i don't see why? the init will remount as rw, initial state is expected to be ro

the init will remount root if it's either not in fstab or if fstab has an entry for / that is not ro

i don't have /etc/fstab. i am clear that if i put ro rw in the cmdline, / will be mounted as ro.
