Add Get-BinRoot to compatibility package

Can we add Get-BinRoot (removed in chocolatey/choco@bef8540)
added to the compatibility package (added in #4)? 🙏🏻

I ran in to error installing older Python version (3.4.3, yes, I know, please don't judge 😝),
because the choco package hasn't been updated (and, fair enough...) 😑

Get-BinRoot was considered to be added when we created the compatibility extension, however this was decided against as it had been deprecated in 0.9.10, and was only an alias for Get-ToolsLocation.

However, I am not 100% against the idea of having it, but this is the first time I have heard someone having a problem with this not existing so it will be a very low priority of getting it added.
