Create hooks package to cleanup PATH changes

Based on [this issue](https://github.com/chocolatey/choco/issues/5), it would be good to have a package that saves the PATH before a package is installed, and restores it once complete, like the way [desktop shortcuts package](https://github.com/chocolatey-community/chocolatey-hooks/tree/main/src/cleanup-desktop-shortcuts.hook) does it for desktop shortcuts.
