Want to split out the calls we do around prompting for user input like what we currently do when opening a browser during the Start-C4BJenkinsSetup.ps1 script.

Describe The Solution. Why is it needed?

Want to split this part out into a parameterized function so we can do other prompts in other scripts of the guide.

Additional Context

Looking to use this as a reboot prompt after the .Net 4.8(dotnetfx package) is installed and requires a reboot.
