Description Of Changes

The changes here were needed to convert the website
from Statiq to Astro. This ensures the
website will be built correctly and all the needed
choco-theme assets will be copied over for it to
use.

Motivation and Context

We had a 2026 event, but none of that information was reflected on the website.

This upgrades Yarn to it's latest released version
and brings in recommended changes to the
yarnrc.yml file.
The changes here were needed to do the website
converting from Statiq to Astro. This ensures the
website will be built correctly and all the needed
choco-theme assets will be copied over for it to
use.
