feat: Private/Public threads and channels don't scope the member list

Problem

In Discord, when navigating to a thread, public or private, the member list changes according to who can view or who has been pinged or can chat (threads).

Proposed solution

The member list for the channel or thread is scoped only to those who can chat or who is pinged, respectively.

Alternatives considered

Looking at the discord client for who is involved.
