Clarification of {RasterLayerName}{_tiles} in tile_table_metadata

For the Column Description of in the tile_table_metadata table it just says {RasterLayerName}{_tiles}

I'm not sure what that means. Is it supposed to be from raster columns, appending _tiles? But then can you do two tile sets from the same raster column layer?

Or is it just saying you should always append _tiles to your table name?

I'm assuming that if the image is meant to be a general raster not in a tile format, then the _tiles would be left off. Going the other way I'm not so sure. I know in ESRI RasterLayerName would be the foreign key of all relavent tables back to the name of the layer the user gave to it when added to the data store. For us I would assume tiles don't have a name given by a user but rasters would. However, a tile not having a name would not preclude having more than one tile per grid per level. My question would be, are tiles meant to be named by a user in GeoPackage?
