Add governors

We should look into governors, either the 1 entry type that renews or the multi entry type that has a hard timeout (or try to improve those)

• Add ccm governor command to give access to them in CLI/Scripts
• Add Governor string to the go structs for both manifest level and resource level
• Add --governor to resources on CLI/Scripts to make a certain resource governor managed
• Agent should just follow the manifest or resource level settings
