What is Cooldown?

I read, and reared multiple times now, these directions on what a cooldown is, and it just sounds like legaleze to me. I can't seem to figure out what it is, what it does, and why it exists.

It's how long before the random scheduling is allowed to roll that slot again. So if you make a channel with uniform random scheduling and add these slots:

Slot A: duration=30 min, cooldown = 0 min
Slot B: duration=30 min, cooldown= 30 min

And have it precalculate one hour it can be generate:
AA
BA
AB
But not BB because B cannot be scheduled until 30 min has passed since it was last scheduled.
