BDD tests (behave) needs api mocks

behave steps implemetations are calling directly digital ocean with parameters that now are unexistent (like droplets, floating ips, snapshots...).

We need them to be mocked.

Maybe /tests/unit_tdd/api.mocks.py can be reused, or an api mock server can be created...
