[translation: crk] Plains Cree Translation

I am part of a team which would like to facilitate the translation of wttr.in into some of the Indigenous languages of Canada, starting with Plains Cree [crk]. I am opening this issue based on #533. We have a Plains Cree linguist working on the translation now. When significant progress is made, I will submit a pull request.

I've deployed your initial translation, and it looks great.

The https://crk.wttr.in/ option does not work yet (see below).

There are several minor things to fix (mostly on my side):

1. Rendering of long translations for the time of day in the main view (@chubin )
2. Support for 3-letter language codes as domain names (@chubin )
3. Locale support for crk (@chubin + @edoolittle )
4. Translation of the text "Weather report" and "Location" (@edoolittle )
