Slack Channel Names

Make it clear which channels are for discussions and which ones are for developers with prefix/suffix

Currently, most dev channels have the #dev- prefix. Exception is channels related to https://github.com/cilium/ebpf which have a -dev suffix.

The following SIGs have channels with a #sig- prefix as opposed to a #dev- prefix:

• #sig-policy
• #sig-scalability
• #sig-community (and #sig-community-bots for machine-generated messages)

If we feel that the difference between these is not worth noting in the channel names, we could switch these over to a #dev- prefix as well. Might make administration a tiny bit easier for consistency so we don't rename channels based on whether there is a formal SIG for them or not.

Other channels which are typically more focused on users communicating with one another typically are just directly named with the topic, such as #kubernetes, #networkpolicy, #tetragon and so on.
