circleci get all projects API

# Description

v2api does not have get all projects, v1 has get all followed projects [url](https://circleci.com/docs/api/v1/index.html#get-all-followed-projects). 

The document states that the 'followed' field indicates whether it is followed. The actual call found that the field name is 'following', but the value is always false
