Extending the contracts with ERC 7699 - Tranfer reference

Hello team,

there is an ongoing discussion and related standard for extending ERC20 with option to provide reference message during transfer() or transferFrom()

Such reference will help significantly when one party is collecting payments from many other parties (think CEX vs its users).
