configuration overhaul - GUI interface

This covers the GUI version versions of the Malcolm configuration overhaul. As I said in an older iteration of this issue, I like CustomTkinter because it's very non-intrusive as far as dependencies introduced, but it's up for debate if there's something better. It should be runnable on Linux, Windows, and macOS environments without having to be compiled.
