🐛 New release CSET v12.4.0.3 repo is missing a docker file for Web UI.

I'm trying to build a multi container (Docker) image for the CSET application that should include (Web API, Web UI, and SQL Database) but the new release repo doesn't have all the required files to build the docker container & image. In the new release CSET v12.4.0.3. The "CSETWebNg" folder doesn't have a dockerfile like we had in previous release.
