Horizontal Scrollwheel does not work in NUI

What happened?

Utilizing the Horizontal Scrollwheel, like the thumbwheel on certain mice, does not scroll elements horizontally in NUI.
Utilizing the Horizontal Scroll Gesture on the trackpad of a laptop does not work either.

Expected result

The element should scroll horizontally

Reproduction steps

1. Create an NUI container that has a horizontal scroll within in
2. Focus the NUI page
3. Use your horizontal scrollwheel

Shift + Vertical Scroll still functions and does scroll horizontally, but dedicated horizontal scroll does not.

If it was never working then horizonal scrolling should just be disabled and allow us to do vertical scrolling while sprinting
