Error with paperworks without a date

actually, some bills have no publish date on paperworks causing the platform fail, in this example, the last paperwork don't have the date field and actually, the main site present the problem

for now, i add a default date to the master branch.
this "enhancement" is not the most appropriated solution because the date is a fake date, but, we don't display to the public.
