docs: reposition scope and coverage for grant and contributor clarity (#24)
## Summary Aligns workflow-data README with the coordinated positioning update. ### Changes - **Project scope**: Luxembourg-first framing with cross-border awareness, data privacy note added - **Implementation path**: Replaces 'Current coverage' — France/Belgium/Germany/Portugal treated as future or Luxembourg-relevant, not active - **Publication gate**: No jurisdiction treated as published guidance until sources and review are ready Part of a coordinated positioning update across .github, workflow-data, and workflow-web.
