feat: add EU source records and cross-border conditions — #40 PR 1/4 (foundation) (#47)

Foundation layer for cross-border corridor scaffolding (#40 PR 1/4). Adds 2 EU regulation sources (Brussels IV, EC 883/2004) and 5 cross-border conditions. All subsequent corridor PRs depend on this.
